Techs are special moves that allow your reploid to do more than usual. Examples are being able to evade attacks or repel them away, or perhaps maybe increase your accuracy so you attacks can't be dodged, or allow you to attack an extra time a turn.
the effects are plentiful, but each one has a certain amount of uses or amount of WE it uses... To help you out, I will post a few examples of these for you to understand the system better. Please note...these my not be actual Techs that you can get and if they are, the power of them might be different. These are only examples. and you aren't limited to the types of dodging/Blocking/special Techs listed here. Try makiing your own for you reploid.
High jump
Speed Tech
Jump high into the air to dodge an attack
dodges one attack, 2 time use
Skillful evasion
Speed Tech
dodges all attacks this turn using increadble speed
dodges all attacks, 1 time use
Shield
Defence Tech
Block a attack with a shield
Blocks one attack, 2 time use
Barrier
Defence Tech
Create a barrier to absorb damage
creates a barrier that can absorb 200 damage before breaking. 1 time use
Focus
Support Tech
Makes all attacks this turn undodgable
1 tiem use
Attacking Techs:
Tri Slash Combo
Weapon required: Sword/Sabre
WE Use: 30
A triple slashing attack, that devistates the opponant.
40 DMG X 3 Each hit ,must be dodged/blocked sepratly
2 turn cooldown
Deep Penitration
Weapon required: Spear
WE Use:20
A Deep penitrating stab that leaves the nemy wounded
90 DMG, Breaks shields. Enemy takes 50 DMg automativly next turn

Weapon Energy (WE) is used primaraly for Techs. Though other things might use it too. You start with 15 WE in a battle, and gain 15 WE every turn.
